Country Director for Cambodia
Based in Phnom Penh, Cambodia.
Join us to build the new country office of Felm and to expand our programme activities in Cambodia.
The Country Director will be responsible for Felms multifaceted activities in Cambodia and its development in line with the Felms strategic objectives and policies.
The Country Director will be responsible for Felms country programme and its resources, as well as for extensive partner and network cooperation.
He/she will be responsible for country programme planning, implementation, resourcing, fundraising and communication in Cambodia, as well as relations with the authorities and other key stakeholders.
The Country Director will be expected to effectively manage international fundraising and support domestic fundraising for Cambodia.
In addition, the Country Director will act as a front-line manager for staff seconded to Cambodia and for locally recruited staff.
Special task of the Country Director is to lead the recruitment of new Country Office staff, the creation of organisational structures and an open and supportive environment.
He/she will be supported in this task by excellent colleagues in Felm. The Country Directors supervisor is Regional Director, Asia.
The post requires:
– Good leadership skills and the willingness to continuously evaluate and develop them.
– Ability to lead the development of international fundraising and consortia cooperation to expand Felms programme activities
– Strong and diversified understanding and knowledge of the local context, actors and work
– Excellent interaction, advocacy and collaborative skills
– Excellent ability to cope with pressure, risk management skills and decision-making skills
– Good understanding of international partnering
– Wide-ranging knowledge knowledge of topics relevant to Felms global programme
The successful candidate will be expected to:
– Lead and develop international fundraising to expand Felms work in Cambodia.
– Demonstrate competence in programme and project management and related financial management. The work includes overall management of Felm Cambdodia office and overseeing compliance with the government
– Demonstrate ability and willingness to build partnership and networks with actors from different backgrounds also as part of the ACT Alliance.
– Demonstrate strategic and analytical approach and ability to manage risk
– Demonstrate good people management and teamwork skills
– Demonstrate the ability to understand and articulate the importance of the work of churches and church actors
– Demonstrate commitment to the Felms identity and values
– Demonstrate adaptivity to an ever-changing environment.
– Commit to undergo specialized training for international work (kirkon kansainvälisen työn erityiskoulutus 35op) if not yet completed.
– Good knowledge of English and willingness to learn the basics of Khmer
We would consider it an advantage to have:
– Knowledge of the local area and culture.

– Finnish language skills
Housing and living conditions
The location is the capital of Cambodia, Phnom Penh. Despite the urban environment, everyday life includes occasional power and water cuts. Phnom Penh and Cambodia have a tropical and very hot climate. Traffic is the main risk factor for worker health.
The Mission provides assistance in finding accommodation. There is a good level of international schooling for children up to high school level.
The Regional Director, Asia is country directors supervisor.
Start and duration of work
The position is full-time and starts as soon as possible, subject to agreement. The contract and the first period of work abroad is a fixed term of 24 months.
At the beginning of the contract the work requires physical presence in Helsinki. Before departure there will be a pre-departure period of one month. The costs of living in Finland or relocating to Finland before the work assignment abroad will not be reimbursed by the employer. Employer can help with finding apartment in Finland. Living and re-locating to Cambodia is reimbursed by the employer.
The work will be started before moving to the region.
The post is subject to a probationary period of six months
Salary
In the work area, work area salary is paid, which is calculated on the basis of the insurance salary as defined in the KJTES (Collective agreement concerning Christian organisations). The work area salary may differ substantially from the insurance salary. For example, if the insurance salary is 3981,58€, the work area salary would probably be around 2 516,10€. In addition, a secondment allowance of 120€/month is paid.
An insurance salary means the same salary as would be paid for a similar job in Finland. The insurance salary for this job ranges from 3867€ to 4210€ and is based on the number of years of experience relevant to the job.
Net salary is obtained by deducting the TYEL contribution (Employees pension payment), the unemployment insurance contribution and the and the health insurance contributions from the wages in the work area. In addition, the employer pays for rent and some other expenses related to working abroad in the working area.
