The Unit of Administrative Studies (UoAS) at the Faculty of Management and Business is the largest research unit in the field of administrative sciences in Finland. The unit’s core areas of research and education include public administration, public finance, public law, local and regional governance, as well as regional and environmental studies.

Description of the Field of the Professorship

The professorship will be placed in the Unit of Administrative Sciences within the Faculty of Management and Business, and its special field will be defined as administrative science, rescue services and crisis management. The Finnish Fire Protection Fund funds the start of the professorship and thus the areas of emphasis are defined as follows: 

• Perspectives of administrative science and security governance: leadership, risk management, governance of organizations and networks, policy processes, preparedness planning, and knowledge-based management. 

• Services and steering instruments of rescue services: management of rescue operations, and management under emergency conditions. 

• The interface of fire safety and planning: principles and guidance for fire safety design, as well as the interaction between administrative steering instruments and technical design. 

The research profile of the recruited candidate aligns with administrative sciences and may address crisis management, preparedness, and the frameworks of comprehensive security in multi-agency security environments. Core administrative science themes include public sector leadership and planning, governance, decision-making, inter-agency collaboration, safety and security networks, evaluation research, and data-driven management. The candidate is expected to have demonstrated knowledge and understanding of the Finnish rescue services and crisis management systems and their operations. 

Building on these foundations, the research may focus on the use of data and artificial intelligence in rescue services, impact assessment, risk profiling, targeting of accident prevention, and the development of operational leadership, performance metrics, and resource optimization. The research may also address governance instruments and regulation, such as the functioning of decision-making processes, supervision and self-monitoring models, and broader regulatory development needs. From the perspective of professional work, the research may explore the practices, competence requirements, and leadership structures of the rescue and safety professions. Issues related to the safety of the built environment and urban spaces, as well as the interfaces between administrative models and fire safety engineering, constitute an important area of application that can also support teaching and the use of various pilot sites.

Requirements  

Further requirements are as follows:  

Assistant Professor  

• an applicable doctoral degree  
• an ability to undertake independent scholarly activity and potential to pursue scholarly activity at a high international level of excellence  
• teaching skills required to successfully perform the duties and functions of the position 

Associate Professor  

• applicable doctoral degree  
• track record of independent scholarly activity  
• teaching skills required to successfully perform the duties and functions of the position  
• ability to lead a research group and acquire external funding  
• track record of international scholarly activity

We offer 

Initial appointment as Assistant Professor or Associate Professor is for five years and subject to successful performance you will become a tenured member of faculty at the end of the first five-year period. You will be supported throughout the five-year period to ease transition to a permanent faculty position. A trial period of six months applies to all our new employees. The appointee is expected to start working on 1.9.2026 or as mutually agreed.  

Salaries are based on the job demands and employees’ personal performance in accordance with the Finnish University Salary System. The job-demand level of an Assistant Professor is 6 and that of an Associate Professor is 7. The typical starting salary of an Assistant Professor will range between 4500 – 5250 EUR/month and that of an Associate Professor between 5300 – 5700 EUR/month. Higher salaries may be agreed dependent upon experience and/or performance.

Professuurin alan kuvaus 

Professuuri sijoittuu Johtamisen ja talouden tiedekunnan Hallintotieteiden yksikköön, ja sen erityisalaksi määritellään pelastustoiminta ja kriisijohtaminen. Suomen Palosuojelurahasto rahoittaa professuurin käynnistämistä, ja tästä syystä painoalat määritellään seuraavasti: 

• Hallintotieteen ja turvallisuushallinnon näkökulmat: johtaminen, riskienhallinta, organisaatioiden ja verkostojen ohjaus, politiikkaprosessit, valmiussuunnittelu, tiedolla johtaminen. 
• Pelastustoimen palvelut ja ohjausinstrumentit: pelastustoiminnan johtaminen, valvonta- ja omavalvontamallit, tilannejohtaminen ja poikkeusolojen hallinta. 
• Paloturvallisuus ja suunnittelun rajapinta: paloturvallisuussuunnittelun periaatteet ja ohjeistus sekä hallinnollisten ohjausvälineiden ja teknisen suunnittelun vuorovaikutus.

Rekrytoitavan henkilön tutkimusprofiili kiinnittyy hallintotieteellisiin teemoihin ja voi käsitellä kriisijohtamista, varautumista ja kokonaisturvallisuuden rakenteita sekä niiden kehittämistä monitoimijaisissa turvallisuusympäristöissä. Keskeisiä hallintotieteellisiä lähtökohtia ovat julkisen toiminnan johtaminen ja suunnittelu, ohjaus, päätöksenteko, viranomaisyhteistyö, turvallisuusverkostot, arviointitutkimus sekä tiedolla johtamisen kysymykset. Hakijalta odotetaan hyvää tuntemusta suomalaisesta pelastustoimesta ja kriisinhallinnan järjestelmistä sekä niiden toiminnasta. 

Näistä lähtökohdista tutkimus voi suuntautua esimerkiksi tiedolla johtamisen ja tekoälyn hyödyntämiseen pelastustoimessa, vaikuttavuuden arviointiin, riskiprofilointiin, onnettomuuksien ehkäisyn kohdentamiseen sekä toiminnan johtamisen, suorituskykymittareiden ja resurssien optimoinnin kehittämiseen. Lisäksi tutkimus voi tarkastella ohjausinstrumentteja ja sääntelyä, kuten päätöksenteon sekä valvonta- ja omavalvontamallien toimivuutta ja sääntely-ympäristön kehittämistarpeita. Professionaalisen työn näkökulmasta tutkimus voi kohdistua pelastus- ja turvallisuusalan ammatillisiin käytäntöihin, osaamisvaatimuksiin ja johtamisrakenteisiin. Rakennetun ympäristön ja kaupunkitilojen turvallisuuteen liittyvät kysymykset sekä hallinnollisten mallien ja paloteknisen suunnittelun rajapinnat muodostavat keskeisen soveltamisalueen, jota voidaan hyödyntää myös opetuksessa ja erilaisissa pilottikohteissa. 

Tehtävänkuvaus  

Etsimme motivoitunutta ja tutkimuksellisesti ansioitunutta henkilöä, jonka tehtävänä on:   

• Edistää ja johtaa korkeatasoista tieteellistä tutkimusta  
• Hakea aktiivisesti ulkopuolista tutkimusrahoitusta    
• Edistää alan yhteiskunnallista vaikuttavuutta ja kansainvälistä yhteistyötä    
• Antaa tutkimukseen perustuvaa opetusta ja osallistua suunnittelu- ja hallintotehtäviin hallintotieteiden tutkinto-ohjelmassa ja tohtoriohjelmassa 

Edellytykset  

Apulaisprofessori (Assistant Professor)

• kykyä itsenäiseen tieteelliseen työhön ja potentiaalia kansainvälisesti korkeatasoisen tieteellisen työn tekemiseen

Apulaisprofessori (Associate Professor) 

• soveltuvaa tohtorin tutkintoa    
• näyttöjä itsenäisestä tieteellisestä tutkimustyöstä    
• tehtävässä vaadittavaa opetustaitoa     
• kykyä johtaa tutkimusryhmää ja hankkia täydentävää rahoitusta    
• näyttöjä kansainvälisestä tieteellisestä tai taiteellisesta toiminnasta
